Luxembourg's Spuerkeess joins 37-bank consortium building a euro stablecoin
What's the deal? Luxembourg's state-owned bank Spuerkeess has joined Qivalis, a European banking consortium now comprising 37 financial institutions working to develop a euro-pegged stablecoin. The digital asset aims to enable secure, efficient, and scalable digital payments across Europe.
Qivalis announced 25 new partners in this expansion round, bringing its total membership to 12 founding banks plus over 30 additional financial institutions. The stablecoin will be fully backed 1:1 by fiat euros.
"Joining Qivalis is a key step in our digital assets strategy," said Aly Kohll, Spuerkeess' director of operations.
Why now? The project is designed to comply with the EU's Markets in Crypto-Assets (MiCA) regulation, which establishes common rules for digital assets across the bloc. With MiCA now in force, European banks have a clear regulatory framework to build on — and a competitive reason to move fast before non-bank stablecoin issuers dominate the market.
The stablecoin launch is planned for the second half of 2026, pending regulatory approvals.
What could go wrong? Regulatory approval is not guaranteed, and 37 institutions coordinating on a single product introduces complexity. The consortium also faces competition from established stablecoins like Circle's EURC and from the European Central Bank's own digital euro project, which could render a bank-led stablecoin redundant — or squeeze it from both sides.
The signal: The rapid expansion of the Qivalis consortium — from 12 founding banks to 37 members in a single round — reflects a coordinated push by European incumbents to claim the regulated stablecoin layer before crypto-native issuers or the ECB's digital euro set the terms. For Spuerkeess, a mature, state-owned universal bank, the move signals that even the most traditional financial institutions now view on-chain infrastructure as core strategy rather than peripheral innovation.
