e23 raises funding at $20M valuation to build quantum-resistant blockchain

What's the deal? Malaysian startup e23Dealroom has a profile for this one. Try Dealroom → has closed a funding round at a $20M valuation, with Virtuals Protocol — an economic operating system for autonomous AI agents — as lead strategic partner and investor. The capital will accelerate development of e23 Protocol, a sovereign Layer-1 blockchain designed for institutional finance, and get institutional participants onto the testnet ahead of mainnet launch.

Why now? Two converging forces are driving the timing. First, Malaysia's national post-quantum cryptography readiness programme is legislating new standards across critical financial sectors by 2030, and e23 wants to meet those requirements at the foundational level. Second, AI agents are moving from task automation into financial execution — Virtuals Protocol alone has powered more than 40,000 autonomous agents and over two million agentic jobs.

The core pitch: financial institutions need deterministic guarantees over settlement finality, cryptographic standards, compliance logic, and custody rules. Those guarantees can't be inherited from another chain's security assumptions — they have to be set at the protocol layer.

What could go wrong? Building a sovereign Layer-1 is expensive and slow. e23 faces an uphill battle convincing institutions to adopt a new chain rather than retrofit existing infrastructure. The quantum threat, while real, remains theoretical for now — and institutional buyers may not feel the urgency to migrate before they absolutely must.

The "agentic finance" thesis is also early-stage. AI agents executing financial transactions on-chain is a compelling vision, but the regulatory and technical frameworks for it are still being written.

The signal: Dealroom categorises e23 as infrastructure for tokenised real-world asset settlement, placing it squarely in one of crypto's fastest-growing institutional verticals. At $20M, the valuation is modest for a sovereign Layer-1 play — suggesting the bet here is less on current traction and more on whether Malaysia's 2030 post-quantum mandate, and similar regulatory moves across Southeast Asia, will create captive demand for purpose-built chains that legacy infrastructure cannot easily satisfy.
