RSA Global spins out AI logistics startup RSA Cross-Border with $1.5M seed

What's the deal? RSA Global, a Dubai-based logistics group, has spun out a new startup called RSA Cross-Border (RSA XB) that emerged from stealth with a $1.5M seed round fully committed by MENA early-stage fund 21 VenturesDealroom has a profile for this one. Try Dealroom →. The company offers a software-first, AI-powered platform for cross-border e-commerce logistics, initially focused on India-to-UK, India-to-Europe, and India-to-GCC shipping corridors.

RSA XB has tapped serial founders Denis Konoplev as chief executive officer and Pavan Kumar TV as chief technology officer — both multiple-time exited operators. The startup says it has grown 10% week-over-week for the past 12 months.

Its core product is a modular, plug-and-play platform for freight forwarders, consolidators, and third-party logistics providers (3PLs). These customers can launch branded end-to-end cross-border services — spanning air freight, customs clearance, and last-mile delivery — choosing which legs to run on RSA's operations and which to keep with their own partners. AI tooling layered on top automates operational work and accelerates commercial workflows across the chain.

Why now? India is one of the world's fastest-growing e-commerce markets, and its logistics providers are rapidly building their own global networks. "Service providers are getting more sophisticated, building their own end-to-end networks, and going after the global market," Konoplev said. RSA XB is positioning itself as the orchestration layer that helps these companies scale internationally.

What could go wrong? Cross-border logistics remains deeply fragmented, with regulatory complexity varying by corridor and country. Scaling a modular platform across multiple geographies — each with distinct customs regimes and last-mile infrastructure — is operationally demanding. A $1.5M seed also leaves limited runway; the company plans to deploy the capital over 18 months before a follow-on round in late 2026.

The signal: Cross-border e-commerce logistics remains one of the most fragmented sectors globally, and the spin-out model — leveraging RSA Global's existing operational infrastructure while building a standalone software layer — gives RSA XB a head start that a pure-play startup would struggle to replicate. With 21 Ventures, an early-stage investment fund, fully backing the round solo, the bet is that an AI-driven orchestration platform can consolidate a market still dominated by manual, corridor-by-corridor operations.
