Hera raises €500M with Europe's first EU Green Bond Standard-compliant utility bond
What's the deal? Italian utility Hera has issued a €500M European Green Bond — its first under the EU Green Bond Standard. The proceeds will fund projects across three areas: integrated water cycle and wastewater treatment, circular economy and waste management, and energy efficiency infrastructure.
The bond was massively oversubscribed, attracting roughly €3.6B in orders — nearly seven times the amount on offer.
Why now? European water utilities face ballooning investment needs. Ageing infrastructure, tighter environmental regulation, and climate adaptation requirements demand tens of billions of euros over the next decade. Traditional funding can't cover the gap, pushing utilities toward capital markets.
Hera was the first Italian company to issue a green bond back in 2014. This latest issuance aligns it with the EU's new, stricter green bond framework, which demands greater transparency and rigorous reporting on environmental outcomes.
