Japan Novel buys Heartland Data to build full-stack quality engineering

What each side brings: Japan Novel, founded in 1980, offers contract software development and system evaluation and verification services. Heartland Data, founded in 1982, builds proprietary development-support products such as dynamic test tools and provides high-level consulting and quality support in the embedded field.
What's the endgame? The two companies aim to cover the full chain — from contract development to quality-support tools and consulting — under what they call a "comprehensive quality engineering solution." They plan to co-develop new test tools, push into overseas markets, and adopt AI across development and verification work.
Why now? As digital transformation accelerates across industries, ensuring software quality and efficiency has become an urgent corporate priority. The companies say combining resources helps them lift group productivity and create new in-house products.
What changes: Japan Novel chief executive officer Ito Shimoyama will also serve as president of Heartland Data. Heartland Data's Ryo Ochiai becomes chairman, while the company's existing development culture and regional base will be maintained. Both firms will jointly exhibit at Japan DX & AX Week at Makuhari Messe in late October 2026.
The signal: The deal reflects a broader push in Japan's software sector to consolidate contract development with proprietary tooling — bundling services, products, and consulting to meet rising demand for verified, efficient software as AI reshapes how it is built and tested.
