The financing will support the acquisition and modernisation of an active pharmaceutical ingredient (API) plant in Cuernavaca, Morelos, and the construction of a new facility for injectable medicines.

Why now? Mexico imports more than 85% of its APIs, exposing the pharmaceutical sector to shipping delays, shortages and other disruptions in international supply chains.

What it means: The project is expected to create about 600 skilled jobs and increase local production of APIs and injectables. The loan also includes an IFC first: a disability-inclusion KPI that can reduce Neolpharma's loan spread if agreed internship and employment targets are met. The new plant is expected to pursue EDGE Advanced certification and resource-efficiency measures.

The signal: The financing links development capital with healthcare resilience, local industrial capacity and measurable workplace inclusion. It also supports the World Bank Group's goal of helping countries provide quality, affordable health services to 1.5 billion people by 2030.
