The Seattle-based actuarial and consulting firm announced the transaction on July 27, 2026. Terms were not disclosed.
What each side gets: The deal expands Milliman's mortgage advisory customer base and adds Blue Water's hedge strategies, technology, and quantitative professionals. For Apex Analytics, Blue Water's parent, the sale lets it focus on its core property intelligence technology, appraisal workflow, and assessment solutions.
What's the endgame? Milliman plans to enhance Blue Water's hedging platform with its own capabilities in mortgage behavior modeling, quantitative analytics, software development, and data science. The goal is to help clients mitigate risk and maximize portfolio value across the mortgage lifecycle.
What they said: "Blue Water's sophistication in MSR hedge analytics is an excellent complement to our deep mortgage advisory expertise," said Brett Ludden, managing director and head of mortgage solutions at Milliman.
Ryan Marshall, chief executive officer of Apex Analytics, framed the divestiture as a way to "further concentrate our resources, talent, and investment on the technologies that define the future of assessment." He said streamlining the portfolio would accelerate work in software, artificial intelligence, and workflow automation for assessors and public-sector property teams.
The signal: The transaction shows a familiar pattern — a specialist firm shedding a non-core unit to sharpen its focus, while a larger player folds that expertise into an established practice. Both sides bet the reshuffle serves their strongest growth priorities.
