Spain backs Impulse Studio with €3.9M to build Madrid film hub
What's the deal? Spain's Society for Technological Transformation (SETT) has committed €3.9 million to Impulse Studio, an independent end-to-end film studio being built in Madrid. Impulse, led by Roberto Butragueno and Andres Sanchez, will cover every phase of filmmaking: financing, production, infrastructure, and distribution. The state grant is part of a total operation worth €8 million.
What's the endgame? Impulse plans to develop 15 to 20 internationally focused projects over the next five years, with each production expected to generate 200 direct and indirect jobs. From Madrid, it will offer coproduction, financing, and access to image labs, sound postproduction, visual effects (VFX), and shooting stages.

The investment comes through the second phase of the Spain Audiovisual Hub plan, part of the Recovery, Transformation and Resilience Plan funded by the European Union's Next Generation funds. SETT is an entity attached to the Ministry for Digital Transformation and Public Function, led by Óscar López.
The market expansion: Impulse will handle international sales of its intellectual property, with an active presence at festivals including Cannes, Berlinale, Venice, San Sebastián, Toronto, and the American Film Market. The ministry says the studio aims to compete internationally with production, postproduction, and VFX facilities.
What could go wrong? The financing model leans on layering fiscal incentives, private capital, institutional support, and pre-sale deals with distributors and platforms. That structure is meant to make complex productions financially viable — but it also ties the studio's output to sustained public and market backing.
