Royal Personnel clients will keep working with the same local team while gaining access to Masis's recruiting network and corporate departments spanning human resources, risk and safety, payroll, IT, compliance, and national recruiting. Owner and chief executive officer Paul Labie will stay on to lead Arizona operations.

The signal: This is a regional scale-and-footprint play rather than a transformative deal. It fits a broader trend of multi-state staffing platforms absorbing long-standing independents to gain local relationships and recruiting infrastructure — here, in a competitive Sun Belt labor market.
