Spain backs AI startup Substrate with €19M in a €45.6M round

What's the deal? The Spanish government has authorised a €19.1 million investment in Substrate AI, a Madrid- and Talavera de la Reina-based technology company.

The funding comes through the Sociedad Española para la Transformación Tecnológica (SETT), part of the Ministry for Digital Transformation and the Civil Service.

It forms part of a wider post-IPO equity round totalling €45.6 million (around $52 million), which also drew private investors.

Substrate AI employs more than 200 people and reports over 500 clients across healthcare, industry, and technology. Its catalogue includes software for building and managing AI agents, plus a cloud computing infrastructure project still being rolled out.

Why now? The government frames the deal as part of its push for Spain and the EU to compete in developing homegrown AI.

Substrate AI is, according to the government, one of the few European companies developing its own patents in the field.

The money comes from Next Tech, a SETT facility funded by EU Next Generation funds and aimed at deep tech startups and scaleups.

What could go wrong? Substrate's platform spans four modules, covering agent orchestration, governance and compliance, data security and residency, and enterprise integration.

The design aims to help projects move from pilot to production — one of the most cited barriers to enterprise AI adoption.

Its cloud infrastructure project, meanwhile, remains in the deployment phase, leaving part of the strategy unproven.

The signal: The deal reflects how European governments are blending public and private capital to back domestic AI champions, with Spain's SETT routing EU Next Generation funds into deep tech through facilities like Next Tech. For a publicly listed company spanning healthcare, agritech, and energy, the public backing offers validation that pure private rounds rarely match.
