Japan's PLUGO adds $1.85M as state fund makes first EV-charging bet

What's the deal? Tokyo-based PLUGODealroom has a profile for this one. Try Dealroom →, an EV-charging platform operator, has raised about ¥300 million (roughly $1.85 million) in an extension to its Series A round.

The backer is the Japan Green Investment Corporation for Carbon NeutralityDealroom has a profile for this one. Try Dealroom → (JICN), a public-private fund overseen by the Ministry of the Environment.

This marks JICN's first-ever investment in the EV-charging sector. The round brings PLUGO's total funding, including loan facilities, to ¥3.2 billion.

Why now? Japan's Ministry of Economy, Trade and Industry has set a target of 300,000 EV chargers by 2030. Current charger numbers fall well short.

Meanwhile, EV demand is rising on the back of bigger purchase subsidies from Tokyo and other local governments, plus a growing EV share of new-car sales.

What could go wrong? The sector still leans heavily on subsidies, and PLUGO is betting it can build charging as a self-sustaining public utility rather than a grant-dependent one.

Beyond charger shortages, the company points to weak user experience as a barrier to making EV charging a daily habit.

The signal: By making its first EV-charging bet on PLUGO, JICN is signalling that platform operators — rather than hardware installers — are where it sees the leverage to hit Japan's 300,000-charger target. For an early-stage company, landing a state-backed fund as a validating anchor is the kind of credibility that can pull in the car-maker partners PLUGO's roaming-and-platform pivot depends on.
