EdenCare raises €250k from Proparco to expand into Kenya

What's the deal? EdenCare, a Rwandan digital health insurer, has raised €250,000 from French development finance institution ProparcoDealroom has a profile for this one. Try Dealroom →.

The money will fund expansion across Rwanda and Kenya, where insurance coverage stays limited and fragmented.

Why now? Fewer than 16% of Rwanda's population holds private health coverage, leaving a wide gap among small and medium-sized enterprises (SMEs).

EdenCare sells digital-first insurance to employers and runs a B2B SaaS platform that helps traditional insurers modernise.

The platform uses artificial intelligence to automate claims, detect fraud, and connect insurers, providers, and patients.

Its system already links to roughly 70% of Rwanda's healthcare facilities — over 1,300 hospitals and clinics — plus more than 600 in Kenya.

What could go wrong? Scaling across two markets means deepening provider integrations and winning over traditional insurers, both slow and capital-intensive.

With just €250,000, EdenCare has little room for error as it expands.

The signal: The deal reflects impact capital flowing into African healthtech and insurtech startups that pair scalability with social outcomes.

"In a context where fewer than 16% of Rwanda's population has private health coverage, EdenCare's model demonstrates that inclusive insurtech is both impactful and commercially viable," said Fabrice Perez, head of financial institutions and innovation at Proparco.

For EdenCare, the cash is a bet that technology can reshape how healthcare is financed and delivered in East Africa.
