Why now? The financing falls under the Türkiye Green Economy Financing Facility III programme, which channels resources into energy-saving and emissions-cutting technologies.

More than three years on from the February 2023 earthquakes, the earmarked share aims to help local enterprises rebuild in a more resilient and sustainable way.

What could go wrong? Green investment often struggles to reach the places that need it most. The package combines EBRD capital with concessional support to address cost, but uptake among end borrowers remains the test.

The signal: The EBRD, a government and non-profit investor, has committed more than €23 billion in Türkiye since 2009, the bulk of it to the private sector. By blending its capital with concessional support from investment fund TaiwanICDF, this deal reflects how development finance is increasingly tying funding to climate goals — pairing recovery in disaster-hit regions with the broader push toward a low-carbon economy.
