Netherlands Advances Plans for National AI Gigafactory with VOLT–NVIDIA Partnership
The Netherlands is moving closer to establishing a national AI gigafactory, as infrastructure developer VOLT and NVIDIA enter into a partnership aligned with long-standing government ambitions to strengthen domestic artificial intelligence capacity.
The project, described by its proponents as a large-scale AI computing facility, is intended to support model training, inference and AI cloud services within the Netherlands and across Europe.
Founded and led by Han de GrootDealroom has a profile for this one. Try Dealroom →, VOLT develops and operates specialised AI-focused data centres—what it describes as “AI factories”—designed for high-density compute rather than general-purpose cloud storage.
De Groot has been involved in AI infrastructure development since 2019, and the company has said it has a growing pipeline of projects across the Netherlands, the United States and the Middle East.
In the Netherlands, VOLT has said it is developing AI-focused data centre projects as part of a partnership involving NVIDIA, which is expected to provide computing hardware and technical expertise.
Dutch media have identified the Rotterdam region as a potential location for the future AI gigafactory, though further details on site locations, funding structures and timelines have not been publicly disclosed.
The proposed AI gigafactory aligns with long-running policy debates, including the “Dutch Draghi reportDealroom has a profile for this one. While still at an early stage, the project reflects a shift in how AI infrastructure is being framed in Europe—not merely as a commercial service, but as a strategic national asset.
For VOLT, the partnership places the company more visibly within Europe’s emerging AI infrastructure landscape. For the Netherlands, it represents an effort to translate years of strategic discussion into a concrete initiative, as the country seeks to strengthen its role in the global AI economy.
