How Europe Accidentally Built ARM Into a Global Powerhouse
This vice article discusses how Europe inadvertently propelled ARM to global dominance through the European Strategic Program on Research in Information Technology (ESPRIT) initiative from the 1980s. ARM, now a key player in the mobile computing world, benefitted from funding via ESPRIT’s Open Microprocessor systems Initiative (OMI), designed to create open, licensable microprocessor technology. ARM’s success is rooted in its low-power chipset, widely adopted by manufacturers, and its flexible, licensable design.
ESPRIT, a response to Europe's lagging tech sector, sought to establish European standards and innovation. It was modeled after the collaborative success of Airbus in aerospace. However, while ARM's architecture became ubiquitous globally, much of its production moved outside Europe, highlighting the initiative's mixed results. Europe still produces less than 10% of semiconductors today, despite ESPRIT’s goals to build a self-sufficient industry.
ARM’s multicultural, global mindset, with most of its business outside the UK, helped it thrive. However, its success in mobile chips didn’t translate into manufacturing strength within Europe. Today, ARM processors are mostly produced in Asia, leaving Europe dependent on external markets for tech production.
Hermann Hauser, ARM's co-founder, emphasized that European support was crucial in the company’s survival, though he criticized its later sales to Softbank and Nvidia, fearing a monopoly on microprocessors. Despite ARM's success, Europe's tech independence remains elusive, mirroring the challenges that led to ESPRIT in the first place.
