What's the endgame? The vehicle pairs equity investment with a tailored acceleration programme to help startups scale and embed impact into their operations. Its investment thesis centres on three areas: climate tech, inclusion-enabling technologies, and impact infrastructure.

Those focus areas mirror the challenges in the FIS's Theory of Change, including the green transition, the circular economy, social cohesion, mental health, and employability for vulnerable groups.

Why now? The FIS aims to consolidate an inclusive, competitive, impact-oriented innovation ecosystem in Spain, covering funding needs across all development stages. "Spain has a very dynamic ecosystem of impact-oriented entrepreneurs," said Impact Shakers partners Yonca Braeckman and Alina Klarner.

Ángela Pérez, chair and chief executive officer of COFIDES, said the deal "is a step forward in driving social innovation and the impact economy, supporting startups in early stages, which need stronger and more specialised support."

The signal: The FIS says its participation carries a catalytic effect with a mobilisation ratio of 1 to 2 — each euro committed draws two euros from new public and private investors. That framing points to public money being used to pull international capital into Spain's early-stage impact ecosystem.
