New fund

Busan's Future Industry Transition Fund makes first bet on carmaker DR Axion

What's the deal? Busan has picked DR Axion, a mid-sized auto parts maker, as the first company to receive backing from its Future Industry Transition Fund. The city said on July 20 that it is the first case of a local firm raising growth capital in Busan — rather than the greater Seoul area — to shift into a future industry.

Who is DR Axion? Founded in 1979 as Daelim Enterprise, the Busan-headquartered company makes cylinder heads and cylinder blocks, and holds strong technology in aluminium precision casting and machining. What's the endgame? With the investment, DR Axion plans to pivot from internal-combustion engine parts toward lightweight components for electric and other eco-friendly vehicles. The Future Industry Transition Fund is a policy fund created to help the region's core industries transition to new sectors, acting as seed money for scaleup.

Why now? Many Busan firms with strong technology have relied on Seoul's investment market or weighed relocating their headquarters. The city aims to reverse that by linking private fund managers with its industrial policy and supplying capital by growth stage.

What they said: "This investment is the first fruit and a milestone in which the Busan Future Industry Transition Fund has produced tangible results," Mayor Jeon Jae-soo said. DR Axion chief executive officer Lee Tae-hoon called it meaningful "at a time when we are launching our transition into the future vehicle industry in earnest."

The signal: Busan is testing whether local capital can keep local companies — and their jobs — from drifting to Seoul. The city plans to expand on-site briefings and tailored counselling for small and mid-sized firms, betting that early wins draw private investors and follow-on funding into a self-reinforcing regional ecosystem.
