ADB backs Mongolia's largest convenience chain with $10M social loan

Why now? Mongolia's food system is shifting as urbanisation and consumer demand rise. Yet fragmented distribution, unstable supply, and thin logistics infrastructure still limit access to safe, affordable food outside the capital.
Who's expanding? Founded in 2017, Premium Nexus operates 557 stores and employs more than 5,200 people as of March 2026, making it Mongolia's second-largest private sector employer. The project is expected to add around 900 jobs and lift local suppliers from 420 to 453.
Between the lines: The loan targets women, who play a key role in retail but face barriers to finance and market access. Plans include expanding franchise opportunities, improving credit access, and promoting products made by women.
"This partnership with ADB represents much more than financing," said Premium Nexus chief executive officer Chinzorig Ganbold. "It is an investment in Mongolia's food security, supply chain resilience, and inclusive economic growth."
The financing was tagged as a social loan by assurance firm Det Norske Veritas, as its full proceeds support jobs, essential services, and socioeconomic empowerment under the Social Loan Principles.
The signal: ADB expects the deal to help mobilise similar thematic financing in Mongolia — using development capital to fund private retail infrastructure while attaching measurable social targets.
