España Crece: Spain’s €10.5B Framework for Long-Term Public Investment

Spain’s Prime Minister, Pedro SánchezDealroom has a profile for this one. Try Dealroom →, has announced the creation of España Crece (“Spain Grows”) at the Spain Investors Day forum in Madrid in January 2026. The initiative is designed to extend the country’s public investment capacity beyond the end of the European Union’s Next Generation recovery programme.

The vehicle will be capitalised with an initial €10.5 billion, sourced from unused Next Generation EU funds that Spain has been authorised to redeploy for investment purposes.

Rather than creating a new institution, the government has opted to channel this capital through the Instituto de Crédito OficialDealroom has a profile for this one. Try Dealroom →, Spain’s national promotional bank, leveraging its existing operational expertise, balance sheet and market presence.

España Crece will operate as a co-investment platform, working alongside private capital through a mix of loans, guarantees and capital instruments.

Its mandate is intentionally broad, with investments prioritised across nine strategic areas aimed at raising the economy’s productive capacity: housing, energy, digitalisation, artificial intelligence, reindustrialisation, the circular economy, infrastructure, water and sanitation, and security.

While the initial capital contribution exceeds €10 billion, the expected outcome is a progressive mobilisation of up to €120 billion in public and private investment over time. This figure reflects both the expanded direct investment capacity of ICO — estimated at around €60 billion — and the multiplier effect generated at transaction level through private co-investment.

By reinforcing ICO’s role as a long-term investment anchor, the initiative aims to ensure continuity in public-private investment at scale, even as Next Generation resources are phased out.
