Founded in 1986 and fully owned by the Spanish state, AXIS operates more like a strategic allocator than a traditional investor. It doesn't back startups directly. Instead, it acts as a fund-of-funds , injecting capital into dozens of private VC firms, most notably through its Fond-ICO Global program, launched in 2013. That initiative made history as the first public fund-of-funds for VC in Southern Europe .
