Socrata, now operating as the Data & Insights division of Tyler Technologies, provides a cloud-based data platform for government organizations. Founded in 2007 by Kevin Merritt and Will Pugh, the company was initially established as Blist, an online database software provider. Merritt, a serial entrepreneur with a background in software development and management at companies like Microsoft, pivoted the company in 2009 to focus exclusively on the public sector, rebranding it as Socrata. This strategic shift was partly inspired by early, serendipitous adoption by government entities, including the Obama campaign, which used the platform for campaign contribution data.

The firm established itself as a key player in the open data movement, which advocates for making government-collected data publicly available in machine-readable formats. It provides a data-as-a-service platform that enables federal, state, and local government agencies to publish, manage, and analyze their data. The business model is based on selling its open data platform to government clients, generating revenue through initial and annual fees for its software-as-a-service (SaaS) solutions. For instance, the City of Los Angeles paid $319,000 in initial fees and $287,000 in annual fees. Before its acquisition, Socrata had raised approximately $55 million in venture capital from investors including Sapphire Ventures, OpenView Venture Partners, and In-Q-Tel.

In April 2018, Socrata was acquired by Tyler Technologies, a major provider of software to the public sector, for $150 million. Following the acquisition, Socrata became the foundation for Tyler's new Data & Insights division, with Merritt initially serving as its president. The core product, the Socrata Connected Government Cloud (now the Enterprise Data Platform), is a comprehensive solution for internal data sharing and analysis. It allows government employees to integrate data from various systems, create visualizations, build performance dashboards, and identify operational bottlenecks. This platform is designed to break down data silos within and between government agencies, fostering data-driven decision-making and improving program outcomes. The Open Data Platform enables these government entities to share data publicly, enhancing transparency and civic engagement. The platform features tools for creating maps, charts, and data stories, and provides APIs for developers to build applications.
