CLS Group, which stands for Continuous Linked Settlement, operates as a specialized financial market infrastructure company, established in response to major foreign exchange (FX) market risks. Its creation was a collective response to the turmoil following the 1974 failure of Germany's Herstatt Bank, which exposed significant counterparty risk in the FX market. Officially launched in 2002 after its conceptualization in the late 1990s, CLS was founded through a cooperative effort among the global FX community to mitigate settlement risk. The group’s holding company, CLS Group Holdings AG, is a Swiss entity, while its main operational entity, CLS Bank International, is a New York-based Edge Act financial institution regulated by the U.S. Federal Reserve.

The core of CLS's business is to mitigate settlement risk—the risk that one party in an FX transaction delivers the currency it sold but does not receive the currency it bought. CLS addresses this through a unique payment-versus-payment (PvP) system, which ensures that the settlement of both sides of an FX trade occurs simultaneously. This service is critical for the stability of the global FX market, a decentralized market without a central exchange. CLS serves a vast client base that includes over 70 shareholder member banks and more than 37,000 other participants, such as non-bank financial institutions, corporations, and funds that access the service indirectly. Its business model is built on providing these settlement services, generating revenue from the volume of transactions processed. The company is owned by its member financial institutions, which have governance rights but do not receive dividend income.

CLSSettlement is the company's flagship service, settling trades across 18 of the world's most actively traded currencies. On an average day, the system settles over USD 6.5 trillion, with a single-day record of USD 19.1 trillion. A key feature is its multilateral netting process, which significantly reduces the actual funding required by its members. By calculating the net funding needed for each member across all their trades, CLS shrinks funding requirements by an average of over 96%, enhancing liquidity and operational efficiency for its clients. In addition to its core settlement service, CLS offers complementary products. CLSNet is a bilateral payment netting calculation service for over 120 currencies, designed to standardize and automate post-trade processes. The company also provides CLSMarketData, which offers insights into FX market dynamics derived from the largest single source of executed FX data.
